James Douglass is a Senior Research Fellow of the Center and serves on the Global Research Council. He leads the Center’s research and educational program focused on global LNG project development and LNG markets.
Mr. Douglass is a Partner at Keystone Law, based in London. He is a highly experienced energy and infrastructure lawyer with a focus on complex, high-value projects across a range of sectors and environments. He specializes in LNG and energy transition including renewable electricity and gas, hydrogen and battery storage, alongside traditional oil & gas, infrastructure, and resources.
He has experience with large-scale LNG and other energy projects in most key supply and market regions. He has advised leading project sponsors such as Shell, Mitsui, Mitsubishi and Gazprom, large-scale power purchasers like Amazon, and consortia like ONGC Videsh in acquiring minority stakes in significant fields like the Lower Zakum oil field.
Mr. Douglass has extensive expertise in project acquisition and development, structuring, joint ventures, governance arrangements, and project contracts, including EPC, O&M, fuel and feedstock supply, and offtake agreements. He also advises on related project financing within the energy, resources, and infrastructure sectors.
Throughout his career, Mr. Douglass has advised clients across the globe including in Europe, Asia, Africa, Russia, Central Asia, the Middle East, the CEE, and Latin America/Caribbean. He is recommended in the Legal 500 UK for M&A: smaller deals (L10-100M) in 2024, recommended by the The Best Lawyers in the United Kingdom in 2020-2025, recognized by the Who’s Who Legal (Project Finance) 2023, and in Chambers Asia, for Projects & Infrastructure (International Firms): China in 2013.
Mr. Douglass holds a Bachelor of Arts Degree, History, and a Bachelor of Laws Degree, from the University of Queensland.
