Our Mission
The Tulane Journal of International and Comparative Law is a student-run scholarly publication dedicated to issues of international, transnational, and comparative law. Founded at Tulane University Law School in New Orleans, Louisiana, as an outgrowth of that institution's historical tradition, it remains a signpost in the academic world for international and comparative law.
The Journal is dedicated to discussing and debating all facets of international law, from human rights to transnational commerce to the historical evolution of current global law. One of the leading law reviews in international and comparative law, JICL was recently ranked twenty-first in the nation for international law journals by the ABA International Section and ranks in the top quarter of all law journals in the nation in terms of citation.
The Journal publishes twice a year, once in the fall and once in the spring. One issue of each volume covers a variety of international legal topics, and the other issue is a special thematic issue, usually centered around an internationally related symposium.

We are currently receiving submissions for Volume 34 (2026). Thank you for your interest in the Tulane Journal of International and Comparative Law.
The Tulane Journal of International and Comparative Law publishes works by leading academics, practitioners, and judges from around the world on a wide variety of topics of international and comparative law. In order to promote a diverse range of topics, ideas, and opinions, the Journal imposes few restrictions on the submissions, asking only that when considering length, potential authors abide by the Harvard New Articles Length Policy.
The Tulane Journal of International and Comparative Law welcomes scholarly articles from legal academics and professionals alike. We publish bianually and take into consideration the following criteria when evaluating article submissions. Each article should be submitted in Times New Roman, 12 point font, with one-inch margins. The Journal has a preference for articles of fewer than 35,000 words (or roughly 70 law review pages), inlcuding footnotes. Longer articles may be published in noteworthy circumstances. The submissions should be in Bluebook format, 21st edition, with substantial support and analysis.
The Journal also welcomes shorter essays and opinion pieces. While the Journal prefers articles that are primarily legal in scope, multi-disciplinary articles are welcome as well. Unfortunately, we do not accept student pieces. Preference will be given to articles written in English, although submissions in other languages are accepted.
Please submit all articles to Scholastica or jicl@tulane.edu. Although article submissions are welcome at any time, the two annual publication windows where we actively review and select articles are March 1st–August 10th and October 1st–January 5th.
License Agreement
As a condition of acceptance, the authors of all articles offered publication will be subject to the Journal's license agreement.
Where to Submit
The Journal encourages electronic submissions, preferably attached in Microsoft Word, to jicl@tulane.edu.
Alternatively, manuscripts can be mailed to:
