Our Work

Investor-State Dispute Prevention and Mitigation

Mark Appel and Chloe Baldwin lead the GRC’s Investor-State Dispute Prevention and Mitigation program. At the heart of this program is a bold premise: that costly and prolonged energy disputes between States and foreign investors are not inevitable. The program will assess alternative means and processes to equip investors, State-owned entities, and governments with practical tools and strategies to anticipate, mitigate, and prevent disputes. The program will map key conflict inflection points and explore how early intervention can protect both public interest and investor confidence, to allow for amicable resolution of disputes on commercial terms without jeopardizing critical projects and long-term policy goals.

The program will focus on conducting research and providing hands-on training to become a leading forum for innovation in investor-State dispute prevention and mitigation. As part of this, the program will launch a dedicated journal offering concise, impactful insights as well as host workshops and training sessions to build global capacity in this critical space.
