Our Work

What We Do

We convene conversations, digest techno-commercial, financial, legal and policy inputs, and publish cutting edge research on the leading energy questions driving the energy trilemma. Our Global Research Council is the engine of our ingenuity in providing timely and cutting edge research. Our team of experts and faculty members does not appraise global energy problems from their armchairs. They are out in the world – whether it is in the Louisiana industrial corridor around the corner from our campus, at Climate negotiations, or in Central Asian capitals and country sides. Our team provides hands-on training for core energy stakeholders and assists in providing context-specific thought leadership wherever it is most needed.

We currently have the following research programs: (1) alternative fuels and carbon capture, co-led by Drake Hernandez and Laura Houmo, (2) investor-state dispute avoidance, co-led by Mark Appel and Chloe Baldwin, and (3) LNG, led by James Douglass.

Student Engagement

Real-World Energy Experience Begins Here

At the Tulane Energy Law & Policy Center, we are committed to preparing Tulane students to lead in the global energy sector—starting on Day One. Through innovative, interdisciplinary programming, we connect students with the real-world challenges and opportunities shaping energy law, policy, and practice.

Hands-On Learning

Students gain practical skills through:

  • Simulation-based energy law courses that mirror real-world scenarios

  • A dynamic co-curricular program that brings together top voices from industry, government, academia, and legal practice

  • Participation in the Tulane Future of Energy Forum, our annual flagship event on campus.

Research with Impact

Students collaborate directly with faculty and members of our Global Research Council on high-impact energy governance research. These projects often lead to presentations at major interdisciplinary conferences and forums.

A Global Perspective

Tulane’s international energy law environment is enriched by a vibrant community of global graduate students. Our curriculum and programming emphasize comparative and international law, giving students firsthand experience with global perspectives and challenges.

From Campus to the World

Whether through classroom simulations or co-curricular projects, our goal is clear: to immerse students in the realities of the global energy landscape—right here in New Orleans. At Tulane, you won’t just study energy law. You’ll live it, apply it, and help shape its future.
